In 2018, the achievement of human development at the district / city level is quite varied. HDI at the district / city level ranges from 64.62 (Cianjur) to 81.06 (Kota Bandung). In the dimensions of longevity and healthy life, Life Expectancy at birth ranged from 68.96 years (Tasikmalaya) to 74.76 years (Kota Bekasi). While on the knowledge dimension, School Length Expectations ranged from 11.36 years (Subang) to 14.10 years (Bandung City), and the Average School Length ranged from 5.98 years (Indramayu) to
11.09 years (City of Bekasi). Per capita expenditure at the district / city level ranges from
7,597 million rupiah per year (Garut) up to 16.63 million rupiah per year (Kota Bandung).
The progress of human development in 2018 can also be seen from changes in the status of human development at the district / city level. The number of "high" districts / cities has decreased from 10 in 2017 to 9 districts / cities in 2018. Districts / cities have "high" human development status, namely Bandung, Sumedang, Bekasi, Bogor City, Sukabumi City, Cirebon City , Cimahi City, Tasikmalaya City, and Banjar City. The city of Depok defects the change in status in 2018 from "high" to "very high". Thus in 2018 there are three cities in West Java Province that achieve "very high" human development status, namely Bandung City, Bekasi City, and Depok City. Meanwhile 15 regencies / cities remain "moderate" status.
Increasing HDI at the provincial level is also reflected at the district / city level. During the period 2017 to 2018, all districts / cities experienced an increase in HDI. In this period, there were three regencies / cities with the fastest progress in human development, namely Cianjur (1.44 percent), Garut (1.39 percent) and Tasikmalaya (1.34 percent). The progress of human development in Garut Regency is driven by improvements in the dimensions of Education, while Cianjur and Tasikmalaya are driven by improvements in the dimensions of Decent Living Standards. Meanwhile the progress of human development achievements in Cirebon City (0.47 percent), Depok City (0.58 percent), and Banjar City (0.65 percent) was recorded no later than 2017 - 2018.
